At-Risk Foster Youth Services

Agency: Human Services Agency

Measure K-funded educational services support at-risk foster youth in San Mateo County, helping them graduate high school at rates comparable to the general public. The program provides personalized case management, including individualized education plans, resources, and ongoing support to help foster youth succeed academically. By working closely with educators and community partners, the program helps foster youth overcome challenges and achieve their educational goals.

Maintenance & Operations

Agency: Parks Department

PRKOP is used to maintain and modernize park facilities, including trails, campgrounds, playgrounds, picnic sites, restrooms, and utilities; without this funding, park facilities would fall into a state of disrepair and be unable to serve the public.

Emergency Preparedness

Natural Resource Management

Agency: Parks Department

The San Mateo County Parks Department utilizes funds within this program to preserve biodiversity, protect and restore native habitat, and reduce wildfire threats within the County parks system.

Housing & Homelessness

Mobile Health Street Medicine

Agency: County Health

The expanded Street Medicine team provides primary, urgent, and mental health care directly in homeless encampments and living facilities. By building trust with unhoused residents, the team delivers low-barrier medical assessments, health education, and referrals for psychiatric or specialty care, ensuring accessible, high-quality treatment where individuals live or can be reached during the day.

Teen Clinics

Agency: County Health

Funding for teen clinics located at Jefferson Union High School and Sequoia High school providing needed preventative and reproductive care.

Housing & Homelessness

SMCHealth-HPSM-House-Retention

Agency: County Health

Under the Memorandum of Agreement with Health Plan of San Mateo, supports vulnerable homeless individuals through direct rental subsidies and housing location and retention service.

Big Lift

Agency: Human Services Agency

The Big Lift is a collective impact effort aimed at increasing third grade reading proficiency in San Mateo County.

Emergency Preparedness

EMS – Medical Reserve Corps

Agency: County Health

The Measure K–funded Medical Reserve Corps (MRC) program recruits, trains, and equips volunteers to provide medical care during large-scale emergencies. Based on a countywide risk assessment, the first three years focus on the coastside region, followed by expansion countywide to build on established infrastructure and ensure a sustainable, regionally aligned emergency response network.

Emergency shelter and related services for adults.

Internship Program for Youth (STEP)

Agency: Human Resources Department

The Supported Training & Employment Program (STEP) is an internship program, managed collectively by the Human Resources Department and the Human Services Agency (HSA), to prepare and train current or former foster youth ages 18-24 to transition into the workforce, as well as introduce these young adults who are at risk of underemployment to “the world of professional work.”

Veterans Services Office supports Veterans with accessing VA benefits.

Youth School-Transition Age

Agency: County Health

Collaboration with the County Office of Education to address mental health needs of young people and transitional age youth. Planning stage has concluded and in FY 25-26 funding will be utilized for grants will be awarded for services.
